Acts 14:23 (NIV)
"Paul and Barnabas appointed elders for them in each church and, with prayer and fasting, committed them to the Lord, in whom they had put their trust."
Scripture places spiritual and temporal responsibility on the elders of each congregation of the Lord's body. Each congregation has an autonomous existence. Scripture gives authority to elders only within the congregation they serve. The elders are chosen by the congregation from among its own membership.
"3 Brothers and sisters, choose seven men from among you who are known to be full of the Spirit and wisdom. We will turn this responsibility over to them 4 and will give our attention to prayer and the ministry of the word.” 5 This proposal pleased the whole group. They chose Stephen, a man full of faith and of the Holy Spirit; also Philip, Procorus, Nicanor, Timon, Parmenas, and Nicolas from Antioch, a convert to Judaism."
Using the example from Acts 6, the congregation appoints deacons from among its own membership to assist the elders in various responsibilities.
